The status of this objective is Improving, with the most recent data as of 2020-2021 indicating that 6.5 percent of children have experienced having a parent or guardian who has served time in jail, which is a decrease from the baseline of 7.7 percent in 2016-17 (Healthy People, 2023a). The target is set at 5.2 percent, with a desired direction of further decrease (Healthy People, 2023a).

This objective applies to children who have experienced a parent or guardian who has served time in jail and face challenges, including an increased likelihood of living in poverty, experiencing homelessness, witnessing domestic violence, and having speech, attention, and behavior problems (Healthy People, 2023a). Moreover, they are at a higher risk of eventually becoming involved in the criminal justice system themselves. This objective aims to improve the well-being and life outcomes of these children. The Osborne Association provides support for both incarcerated individuals and their families. For at-risk clients or families, they offer parenting programs to help parents develop effective parenting skills and maintain strong relationships with their children during and after incarceration. Additionally, they offer resources to help children cope with the challenges of having a parent in jail. This support can contribute to reducing the negative impact of parental incarceration on children and families.

Prison Fellowship

Prison Fellowship is a national Christian nonprofit organization that focuses on prison ministry, prisoner rehabilitation, and support for families affected by incarceration. Prison Fellowship provides resources, programs, and support networks for families with incarcerated parents.
