As a master’s-level health care practitioner, you may sometimes be tasked with the need to complete a systematic evaluation as a way of improving your organization’s outcomes. In this assessment, you will have a chance to practice these skills by completing a systematic evaluation of a unit, facility, or organization that you are familiar with in an attempt to identify the need to address the economic health care issue that you presented in the previous assessment. This systematic evaluation is often referred to as a needs analysis. Understanding how to do a needs analysis will be key as you advance through your career in the health care environment.

Background and Context

As a master’s-level health care practitioner, you may sometimes be tasked with the need to complete a systematic evaluation as a way of improving your organization’s outcomes. In this assessment, you will have a chance to practice these skills by completing a systematic evaluation of a unit, facility, or organization that you are familiar with in an attempt to identify the need to address the economic health care issue that you presented in the previous assessment. This systematic evaluation is often referred to as a needs analysis. Understanding how to do a needs analysis will be key as you advance through your career in the health care environment.

Implementing change in any institution, including healthcare, requires a thorough background analysis to ensure the change is best suited for the facility. Understanding the current situation in an area helps determine if there is a need for change and implement it accordingly. The previously identified healthcare economic issue is healthcare insurance coverage. This essay evaluates the necessity for change in a healthcare facility to address the identified issues.

Health Insurance Coverage Impact on Work, Organization, Colleagues, And Community

Healthcare insurance coverage is the problem of interest in this assessment. The economic issue affects access to healthcare services. Healthcare access refers to affordability and availability. Shami et al. (2019) note that health insurance coverage makes services more affordable and accessible, thereby highlighting its significance in care delivery. Private and public health insurance coverage are the primary payers in the healthcare system. Funds from insurers are used to operate a majority of healthcare services, including purchasing medications, paying utilities, and managing care programs (Erlangga et al., 2019).

Insurance firms’ reimbursement also facilitates daily activities such as paying cleaners and delivering medical supplies and thus significantly affects the organization and workflow. Healthcare in the United States is expensive, and most individuals cannot afford out-of-pocket payments. Insurance coverage ensures the smooth running of activities and thus affects my work and other care providers.

Healthcare insurance coverage has a significant impact on the community in various ways. Some services, such as MRI and other diagnostic procedures, are costly but covered by insurance (Geethanath & Vaughan, 2019). Insurance coverage ensures care equity, allowing every insured community member to access the services they need from the facility, regardless of their financial limitations. The community is left responsible for caring for sick patients and helping with hospital bills. Thus, insurance coverage is a significant economic issue that affects my work, the organization, my colleagues, and the communities we serve.

Rationale and Gap Contributing to it.

The reason for selecting the healthcare economic issue is its potential to affect healthcare access and quality. The healthcare insurance coverage rate directly relates to health access and outcomes (Courtemanche et al., 2019). Keisler-Starkey et al. (2020) note that insurance coverage affects the quality, availability, and affordability of care services, and these effects were the basis for the ACA’s Medicaid expansion to ensure a more substantial portion of the population has access to insurance services. The gap contributing to it is health insurance literacy. Health insurance literacy determines their utilization, and individuals must understand the availability and importance of healthcare insurance coverage (Yagi et al., 2022).

Socioeconomic and Diversity Disparities Significantly Affect The Healthcare Issue

Socioeconomic factors affecting healthcare insurance coverage include unemployment, low-income households, education level, and health literacy (Shami et al., 2019). These factors affect the knowledge of healthcare insurance and the affordability of insurance premiums. Some people are unaware of the availability of favorable insurance coverage premiums, while others cannot afford them due to competing needs. Others overlook or do not understand the significance of health insurance coverage.

Healthcare coverage has a significant impact on immigrants and ethnic minorities. Unlike citizens, undocumented immigrants have no access to insurance coverage, while those without citizenship have limited access to healthcare due to high insurance premiums. According to Baumgartner et al. (2020), undocumented immigrants have a higher death rate than the general population, primarily due to poor healthcare access. In addition, ethnic minorities have poor access to healthcare services primarily due to discrimination, and most of these individuals have low incomes, further decreasing access to healthcare services.

Baumgartner et al. (2020) note that the ACA Medicaid expansion has increased access to insurance coverage, which has improved access to care services for ethnic minorities, as reflected in the narrowing of disparities in care access and care outcomes. Most immigrants do not have enough to afford out-of-pocket fees, something familiar even with the documented migrants. They cannot afford/access premiums, and out-of-pocket payments are costly, making it challenging for them to access healthcare services, which further worsens their healthcare situation. Baugmgather et al. (2020) note that immigrants often avoid healthcare until their health is compromised, increasing care costs, morbidity, and mortality rates.

According to Zhao et al. (2020), poor cancer patient outcomes were associated with patients without health insurance. In addition, the cancer complication rate was also high before the expansion, signifying decreased access to care services. Cancer care has undergone significant improvements since the implementation of the Affordable Care Act’s Medicaid expansion.

Changes since the Medicare and Medicaid expansion include increased early cancer diagnosis, improved medication adherence, reduced morbidity rates (such as amputations), increased recovery rates, and lower mortalities (Zhao et al., 2020). Yagi et al. (2020) note that health literacy is an essential determinant of insurance coverage. According to the study, insurance literacy was a significant determinant of health insurance access and healthcare service utilization (Yagi et al., 2022). Thus, improving health insurance knowledge in the community can increase its utilization and enhance the use of healthcare services.

Potential Implementation Plans

Health insurance education programs play a significant role in improving insurance uptake. Many interventions have been implemented, such as the Medicaid Medicare expansion, to increase access to health insurance. Yagi et al. (2022) note that health insurance knowledge is directly related to the utilization of healthcare services. The study notes that low literacy in health insurance is a barrier to accessing primary care, preventive services, and medication adherence.

Educating patients on insurance and its features at the point of care is an effective method of promoting the utilization of care services (Yagi et al., 2022). Yagi et al. (2022) note that the community’s literacy on health insurance is significant in its uptake of insurance coverage. The study results show that community members sometimes report frustrations in choosing the best insurance plans that match their needs and financial position, leading to forgone care. Thus, community education is necessary to increase insurance coverage uptake and ensure quality population health outcomes.

Predicted Outcomes and Opportunities for Growth

The proposed change aims to increase awareness of health insurance and its importance to patient health outcomes. Health education at the community and point-of-care level will help reach a sizable number of community members, thereby improving the intervention’s impact. The predicted outcomes are improved health insurance literacy in the population. Educating patients and the community about the available insurance plans and their significance will improve their decision-making processes and encourage the health-seeking behavior necessary to access/seek health insurance coverage. It will also eliminate indecisiveness and help patients select the most suitable premiums to access all necessary services at affordable rates. Increased access to health insurance will then improve coverage and subsequent patient outcomes.

The healthcare facility has a website that could be significant in population education. The hospital has a limited staff, and the education role will increase the workload; hence, there is a need to devise ways that do not strain the available resources. The website can be a valuable educational source for all patients in the future, supporting the proposed efforts. Patients can access health insurance information from the portal, reinforcing the organization’s efforts to improve literacy and health insurance uptake.

Conclusion

Health insurance coverage is an issue of interest. It significantly affects my work, organizations, colleagues, and communities primarily because private and public insurance are the largest payers of healthcare services. Socioeconomic factors, such as income level and health literacy, affect insurance uptake. Disparities exist in populations such as undocumented immigrants and ethnic minorities due to these groups’ unavailability of good insurance plans. Community and point-of-care education are effective interventions for improving health insurance literacy and coverage. In the future, the organizational website will be vital in promoting these communication efforts.
